California's SB 435 requires RCFEs licensed for 16+ residents to sustain 72 hours of backup power during any outage — for-profit operators by Jan 1, 2030, nonprofits by 2032 (the law takes effect 2027). Standardizing power — and the assisted evacuation an outage demands, when the elevators are down — across a whole portfolio takes years, not months.
